Forty-eight years ago today, President Lyndon Johnson, shown with guests, including Vice President Hubert Humphrey (at right, in back) and former President Harry S. Truman (at right), signed the landmark legislation expanding guaranteed medical care to Americans 65 and over. Truman was the first president to propose a national health insurance program, and was the first person signed up for the new Medicare program.
