A bill creating universal healthcare through a publicly financed administration in California, authored by Senator Sheila Kuehl, D-Santa Monica, was introduced to the Senate in February, 2005. In February, 2009, Senator Leno, D-San Francisco, re-introduced the same bill. A copy of the bill is now available from the legislature. Download bill here.
